Since 1993 the average wireless phone customer's monthly bill has gone down almost 37 percent, while minutes of use have increased about 300 percent, according to the Cellular Telecommunications & Internet Association. Wireless carriers are providing innovative products and services for less money, but some state legislatures see wireless service as an easy target and are taxing it more and more.
